Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are issued from various governments. Significant resources is devoted on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.
Persistent Threats
Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the morning news: several casualties, destruction and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
